  Ruling party has failed to gain the seats needed to hold onto control of parliament in a recount of ballots in last month's controversial elections
 In initial results, the Movement for Democratic Change, declared a majority of parliamentary seats, but the electoral commission began recounting by hand ballots in 23 voting districts after Mugabe's Zanu-PF party complained of count irregularities
